This session, “Florida’s Markets Respond to New Environmental Regulations – Statewide Stormwater Rule Update” will feature Jeff Littlejohn of National Stormwater Trust Mitigation Marketing.

Florida’s regulatory landscape for stormwater and mitigation is evolving rapidly. This discussion will explore the implications of Senate Bill 7040, the Statewide Stormwater Rule Ratification Bill signed into law in 2024, which established more stringent stormwater treatment and nutrient reduction standards for environmental resource permitting across Florida.

The presentation will also examine the role of the National Stormwater Trust, which was created to help offset stormwater treatment requirements off-site. Through this program, developers can purchase Stormwater Nutrient Credits (SNCs) to meet regulatory standards while maximizing the developable potential of their properties.

In addition, attendees will learn about major regulatory shifts affecting mitigation banking under CS/CS/SB 492, signed in 2025. These changes will impact how mitigation credits are released, applied, and tracked across the state, with potential implications for credit availability, permitting timelines, and project costs.
